Are the IMO’s carbon neutrality plans at risk due to Trump’s opposition?

US President Donald Trump has reiterated his criticism of the IMO’s net-zero climate strategy, labeling it a “global carbon tax on Americans” and warning of potential retaliatory measures against countries that support it. 

The proposal, scheduled for a final adoption vote in October, aims to introduce new global fuel standards and a CO₂ pricing mechanism starting in 2027 to support the development of renewable fuels. Economists warn that lack of US participation could weaken the IMO’s authority, discourage other countries from committing, and delay progress toward the 2040 and 2050 decarbonisation goals.

US support remains essential for reaching a global agreement
Trump argues that these targets are “unattainable” and would increase costs for shipping, energy, and leisure travel, with penalties potentially reaching several million dollars per vessel. Senior US officials share this view, describing the policy as detrimental to the national economy and beneficial to competitors like China. While the World Shipping Council has reaffirmed its support for the initiative, a US refusal—especially if accompanied by trade retaliation—could slow momentum for the global agreement to decarbonise the maritime sector.
